ILO-Employment-Impact-Assessment 2023

Principal Investigators: Sherren Al Abbadi, Dr. Lubna Shahnaz, and Dr. Umer Khalid

The purpose of the assessment is to quantify direct and indirect employment effects resulting from construction of houses funded by the Sindh Flood Emergency Housing Reconstruction Project. In collaboration with five implementing partners, the project support beneficiary‐driven reconstruction of a total of 465,000 houses damaged during the 2022 floods.

Beneficiaries are selected based on a post-floods Damage Assessment Survey and are provided a housing reconstruction grant of PKR 300,000 for rebuilding their houses split over four payments associated with construction level. So far, all grant recipients are expected to construct a new housing unit because their houses were completely damaged by the floods.

The implementing partners are also responsible for providing orientation for beneficiaries and masons in multi hazard resilient construction techniques. Capacity-building activities for masons are also about to start and extend throughout the project duration. Continuous hand holding to communities is provided through the mechanism of Village Reconstruction Committees that have been constituted by the implementing partners in the villages where reconstruction activities are taking place, comprising of members from both beneficiary and non-beneficiary households.
