The Labour Market Information and Resource Centre (LMI&RC) was established in 2011 in the Labour and Human Resource Department of Punjab, for the purpose of collecting and analyzing available labour market data; promoting research on labour and related issues, identifying future labour market trends and sharing of labour market knowledge of related fields: providing infrastructure and facilities for research promotion and dissemination of information to the public. The LMI&RC, among other tasks, has been mandated with preparing an annual employment trends report based on current data and information gathered by Pakistan Bureau of Statistics, Islamabad as well as administrative data gathered by the Labour and Human Resource Department.

Pakistan faced the brunt of sluggish global growth since 2008 and its economic performance began to decline in the wake of global food and fuel price hikes. On the domestic front, persisting power shortages severely affected economic activity, with industries running at low levels of capacity utilization. The deteriorating law and order situation, along with the two major floods during 2010 and 2011 put further strains on the economy, which had inverse implications for employment generation and the absorption capacity of the economy in the first half of the current decade. Things have started to improve since the present government stabilized and initiated steps for Improving law and order situation. The China Pakistan Economic Corridor (CPEC) activities also started to mature in the recent past which will send positive signals to the labour market.
